[Carbon-dev] FindBugs & code quality

[Afkham Azeez]

I noticed that some people have once again started committing code without
running FindBugs, and also new code is being committed without any JavaDoc
comments or other comments whatsoever. This is not acceptable! These
practices are a core part of the WSO2 software development process, and
cannot be ignored by anyone.
