-Click upload in "Import New Entitlement Policy" without selecting a policy

-Ideally It should give a warning (e.g. Please select a policy to upload)

-But now it gives an error ("Invalid Entitlement Policy") and lot of error logs in console

-Therefore its better if a warning is given (as in relying party) instead of an error
